Why Product backlog is incomplete?
Scrum is meant for “complex” products. Complex means unknown is more than known. So it is not possible to know all the requirements upfront for a project at the beginning. The more we get into the Project the more we learn based on user interactions and frequent releases so the more changes may be uncovered. Hence, product backlog is incomplete.
