Who can add items to the product backlog and make adjustments to them?
Product backlog is one of the artifacts in Scrum and the main purpose is to enhance “Transparency”. Anyone can add items to the backlog, there is no set rule for who should add items to the product backlog. In a complex problem unknown is more than known. So new requirements or changes may be identified throughout so anyone who is associated with the product can add them, however the Product owner is accountable for the ordering the items.
