No, they are entirely different. In Scrum there is no role of Project Manager. It is because, the responsibilities of traditional project manager are distributed into the 3 accountabilities: Product owner, Scrum Master and Developers. Project manager is more of a people and task management role whereas the Product owner is a value focused product delivery accountability.
