As a product owner, you feel that the team is estimating most of the user stories to the upper maximum limit and creating lot of padding. This results into very less throughput and practically, estimation losing its importance, As a Product Owner, what will you do ?
First thing I do is to validate my assumption with my Developers. Overestimating is a symptom and the root cause may be something else. I also check myself if there is any pressure created to the Developers from my side and I correct it first. I would have a discussion with the Scrum Master and share my observation and ask the Scrum Master to validate my assumption by talking to the Developers.
