Your Developers is repeatedly failing to fulfil the sprint Goal. As a product Owner, what can you do?
While the Scrum Master is responsible to the Scrum Team’s effectiveness, as a Product owner, I shall also check if the reason is because ambiguous requirements, or the Developers are unclear with the requirements or any other reason that is related to my part of the job as a Product Owner. So I shall offer them time to discuss and give them confident from my side to help. If need be I will work with Scrum Master and take his/her help to facilitate a root cause analysis discussion between me and the Developers.
