In general, I would consider a top-down approach, starting with the company goals and the general product vision. Once after few rounds of discussions with the leadership and stakeholders, it is usually advisable to combine the first draft with a bottom-up initiative. Meeting somewhere in the middle guarantees those crucial aspects, while probably of a more detailed nature, aren’t lost in the process.
