Can Scrum Master add items to Product Backlog?

The Product Owner owns the Product Backlog and he/she decides how to manage it.
They may allow anyone to add items to the Product Backlog and simply order them so that PBIs that are less valuable are lower in the Product Backlog and may never be developed.
