What is the reporting hierarchy for the Product Owners?
It depends and varies organization to organization and also based on organization type (Service vs Product based). Every organization is different, they have their own hierarchy. Scrum does not provide any ground rules or recommendations on the reporting structure for the product owner. Most of the Product based companies have a product management vertical headed by Senior Vice President or similar designation and all the product owners, product managers will be under that group.
