Value is the first priority for me to decide. I compare the value of the new feature, bugs and the technical debt items. Along with new feature if my Developers can pick up most critical defects and some technical debt, I will go for it. If not, I will hold the Technical Debt for later sprints as I may not release the increment immediately. Alternately, I can ask the Developers to split the capacity into 80% for new feature and I will try to split the feature into smaller user stories to capture maximum value and remaining 20% is for handling critical bugs and technical debt. So I explore all possible options in collaboration with my Developers and make a call accordingly.
