A release can be scope driven or time driven. The main goal of release management is creating value to the customer and also provide a high level visibility on what features will be part of that release creating that value. A release plan will be created by the product owner with collaboration of the stakeholders and the Developers. There may be more than one team contribute in the release based on the need.
